The first factor to keep in mind with any and all projects is to involve the end user group or staff who will run the facility, from the inception of the project idea. This helps lower costs, creates better synergy for ongoing greater use, and allows the community to share what they are thinking.
The second factor to consider is to not necessarily go with the lowest bid—if your municipality allows per purchasing guidelines. Spending that little bit extra up front will save you headaches in the post completion phase.
The third factor is the stipulated budget—staying the course is important with a diligent project manager on board. Someone who will not be afraid to point out issues or raise questions. The dollars saved will create a better facility or amenity that can be put back into the project, toward modifications to better functionality, when it goes through the twelve-month transition and warranty period.
